I would agree with you. It sounds like they want to do a hand
placement. Why not gather a couple Engineers around your CAD and work
out a placement. It's much simpler and will save all of you a lot of
time and several erasers. It is not uncommon for me to have an
Engineer assist in the placement of a board as they know more about
the parts involved.
