Paul,

This is a specification issue between conductive/dissipative/insulation.

Conductive Material < 10 to 5th power ohms/square cm
Dissipative material > 10 to 5th to <10 to 12th ohms/square cm
Insulative material >10 to 12th ohms/square cm

So you see dissipate is in between and will hold a charge for some period.
Training and Ionization are important tools for proper ESD protection in
addition to conductive/dissipate plastics.
