Yes, this is hardly unknown.  Your anode bags are dirty and plugged up
on the bottom, from the anode film which has dropped down into the
bottom of the bags.  When you replace the bags with new ones, buy
bags that are 4"-6" longer than the anodes, so that the film/debris has
someplace to collect.  As the bag plugs, this area of the anode
passivates and eventually the crystals begin to form.

If you have hand tanks, (or even if they're on an automatic), I would bet
that lately your platers have noticed that the bottoms of the panels have
been plating slower than the middle or tops of the panels.  Ask them.
