Jim,
I can only speak for my own site, but we do solderability testing in three
cases:
1) Components that have never been used before
2) Components exhibiting solderability problems on the shop floor
3) Components with a manufacturing date older than eighteen months.  This is
done when they come in/are used which are usually the same.
