Brad,

EIA-481-2 spec. for 16mm and 24mm Embossed Carrier Tape says:

"The cover tape shall have a total peel strength of 0.1N to 1.3N (10 to 130
grams calibrated scale reading) for 16mm & 24 mm wide carrier tape.  The
direction of pull shall be opposite the direction of carrier tape travel
such that the cover tape makes an angle of between 165 degrees and 180
degrees with the top of the carrier tape.  The carrier and/or cover tape
shall be pulled with a velocity of 300 +/- 10 mm/minute during peeling."

I do not have any first hand experience with Philips machines, but I recall
a local company (Pulsecom) having problems peeling tapes on their Philips
machine and they got around it by hanging weights on the take-up reels.
