What is being described here are: a minimum acceptable condition;, a max
recommended (process indicator type info) and max allowable (ie. not
acceptable) condition

                Min Acceptable: the lead shall be discernible in the
completed solder
                        connection  (NOTE:  SHALL describes condition
which is a requirement for                      Class 3 and Class 2
(where no process control plan exists) but is only
recommendation for Class 2 (with process control plan) and Class 1)

                Max Recc (Indicator):  The lead should not extend more
than 1.5 mm (measured
                                vertically) from the PWB surface

                Max Acceptable:  the lead must not violate minimum
electrical spacing requirements
                                   (NOTE:  MUST denotes condition
rejectable for all classes.)
