Your question was the same one I had when I read
"inactive for new designs" BUT kept getting requalification
paperwork for 55110F.  So I called DSCC. The response
was "oh, that doesn't mean "inactive for new designs" like
the phrase used to mean - it's just that the govt cannot
force anyone to use govt specs anymore and those were
the words they used to convey that message.

The govt is issuing Permission to Test for 55110F and will
be issuing an amendment to it.  I get the impression that
DSCC wants everyone to switch over to 31032, but there
hasn't been a landslide of applications AND designers can
put whatever they want on the drawings (of course the customer
would have some input)  I have been told that NAVY designs
call out 6011/6012 but have not heard what the other services
are doing.

I'm certain that this doesn't really answer you question fully
and may give you an even bigger headache.
