If have been directed to decenterlize the manufacturing process, and
Enviromental controls are requiered for the electroics manufacturing, then It
sounds like you justification has been thrust into your lap.

On another note

I would recommend calling the JCIT 1-800-457-4548 and ask them about DFT
(demand flow technology).  I know it sounds like another BUZZ word but this
systems makes alot of sense.  It may help with your process changes.
