MIL-PRF-31032, Performance Specification for PCB/PWB has superseded
MIL-PRF-55110, few IPC specs are accepted by the government(DSCC)  The slash
sheets for MIL-PRF-31032 will tell you what specifically is required for
each type ,rigid, rigid/flex, etc to refer to.

As for a list of IPC specs active for government use someone else may have
to help you there.
