David,
Try "Precision Artwork Coordinators", in Providence, RI. They fabricate PAC
glass exposure frames as well as other glass tooling. Their glass machining
is very accurate. Since the holes you are adding need to be located with
reference to existing patterns, you may need to optically align and glue
bushings in after they drill the holes. I don't know if PAC can optically
align to a pre-existing image. Sorry, but I don't know their phone number. I
am sure that they are listed with the telephone directory assistance
operator.
