John,
Can you plate the fibers with a metal other than solder? I believe that
some plating chemistries had an activator (catalyst) that may allow you to
plate on to the fibers. Maybe you could plate E'less copper + nickel +
gold or E'less nickel + gold for your solderable surface.
Perhaps one of the plating chemistry suppliers (Lea Ronal, Atotech,
MacDermid, etc.) can help you out.
