You should deffenitly report defects before touchup (process performance
indicator).  Unless you want to track how well your touch-up operators are
performing.

We use a DPMO (Defects Per Mill of Opertunity) where each solder short will
count as a defect, but a component off pad will only count as one defect (do
not count each leg off pad as defects).
