Sure.  Some solvents directly attack plastic.  You get changes in the material
properties of the plastic (swell, absorption of solvent, different dielectric
constant, excess leakage).  Some cleaning solvents contain varying surfactant
agents to help get under low standoff devices, which in turn must be removed
completely. In some cases, water surface tension prevents water from getting
into the same nooks and crannies that the surfactant gets into.  The
surfactants are generally electrically conductive (i.e. leakage) in nature.
