I'm not sure when you say "add tooling" whether you want to drill holes in
the existing piece of glass or you want to modify the image with additional
features.

There are at least a few trade shops in the U.S. that have the capability
to drill accurate holes in glass phototools, though I'd need to look up
some names and phone numbers.  Let me know if that's what you need.

If you need to add additional image features, the process involves making a
reproduction of your glass artwork onto film.  Then either physically
adding the features through cut and paste and then making another master on
film.  Or, you can scan your original image into a CAD system, add the
appropriate features, and plot a new master.  The final could end up on
either film or glass, but given the number of reproduction steps required I
don't see much point to going back to glass.  Again, there are several
trade shops that can handle the work for you.
