Steve,

From about 13 years of TH only Automated Insertion experience, we have
always used .014" over nominal.

We based this on the equipment we bought, that being Universal
Instruments, and the fact that we were not smart enough to look at IPC
standards, or any other for that matter, to find an industry standard.
It has worked very well for us for these years.

Based on the info you presented here, we seem to be on the low side of
things. However we do not seem to be any less for the wear as it were.
