Little off topic:

Someone a while ago asked about the difference
between "dielectric constant" versus "permittivity".
Even though several of us gave responses,
I don't think the basic question was answered.
<I'm doing some hard drive cleanup.>

The difference between "dielectric constant"
and "permittivity" is like the difference
between DC and AC.  If you were to put some
material between two plates and attach a DC
power supply to the plates to test the strength
of the material, strictly speaking, you'd be
testing "dielectric strength".

If on the other hand, you replaced that DC supply
with an AC supply of variable frequency (into the
Megahertz) to test the strength of the material,
strictly speaking, you'd be testing "permittivity".
