The performance specification IPC-6012 and the soon to be issued, IPC-2221,
which is the replacement for IPC-D-275 will have the same numbers 0.75% for
surface mount and 1.5% for thorugh-hole only boards.  The IPC-A-600D that is
in the last stages of completion will also have the same numbers.  These
numbers are for bare board as completeted and applies to the panel when
shipped in the panel form.  These specification as well as the assembly
specifcations, J-STD-001 and IPC-A-610 will all read the same for awhile.

The numbers are based on what the task groups determined is required to apply
solder paste and pick/place needs for the normal user.  As usual, some users
need a tighter number and others can get by with higher numbers.
