Gary, unfortunatley, there is no "cookie cutter" answer on this one.

Generaly speaking, the line can be as close to component as blade width
will allow.   However, with SMD's the use of mechanical de-paneling
equipment is recommended.  This will eliminate the torque associated
with
manual de-paneling.  Having said all this, we score tons of SMD that
would not require this margin of safety. I hope this helps.  If you need
