Hi Bill,
I don't know whether this is a PWB project or not, but we have had good success
using a four fluted end mill. If you want to prevent the part or board from
lifting, a reverse spiral end mill would be an advantage. The thrust of the
helix, in this case, is toward the support of the part.(this may be what you
are referring to as an "upcut"end mill. The helix on a two flute router bit or
even an end mill may tend to lift the part due to the thrust on the copper.
Proper cutting speeds are also important. Machinery handbook is a good source
for determining cutting speeds and feeds. I hope this is of some help.
