I have set-up a shop such as yours in the past.
It is extremely expensive if you are going to go
to a (10) layer type board.  Need to know what
size boards and other details.  I do not think you can
compete with the quick turn shops that are now
well established.
To give you a fast figure, $1million will just about
get you going. I can give you more details if you
want to contact me off-line.
Good luck on something I do not think you should
be doing.  A pessimist am I now......
