Ron,

Depends on the preference of the board manufacturer. In my experience, more
gold plate after HAL than before. Tapes that will stand up to the severe
conditions of HAL are hard to find but do exist. Alloyed solder is harder to
strip than plated tin/lead. Take your choice.
