The IPC is working on IPC-4101 which will hopefully replace 13949.  I
think that 4101 has been sent to DESC for military approval.  DESC has
been sending out questionnaires to get industry feedback.  One open
question is whether or not a QPL will exist in the future.  Fortunately
the IPC has provided a cross reference to the old 13949 spec in their
new slash sheets so it should be easy to identify the new material spec.
