Yes, the replenisher rinse does mix with the bulk etchant. Actually, the the
panels going through the etcher serve to increase the copper content. Left
unadjusted, this build-up will eventually cause the etchant to sludge, hence
the fresh etchant addition with a simultaneous pumping out of "spent" etchant
to maintain balance. The replenisher rinse serves also to keep the copper out
of your rinse water.
