Steve,
I suggest you review IPC-6012, para 3.3.6 solderability and J-STD-003.
This paragraph describes testing for solderability of PWB's and
conditions to test for solderability based on time required until
assembly.  Knowing the type of business you're involved in condition 'C'
might be a good choice.  At least require a wave soldering test prior to
delivery and after receival as an acceptance requirement.  Which ever
method you select add the requirement to the notes on your procurement
drawing.  Possible cause of your assembly solderability is a thin solder
coating on the PWB's.  The above tests should indicate the degree of
solderability at the PWB fab stage.
