I suggest you review IPC-6012, Para 3.3.6 Solderability and J-STD-003
This paragraph describes testing for solderability of PWB's and
conditions to test for solderability for length of time PWB's must be
solderability prior to assembly.  Knowing the type of business you're
involved in condition "C" might be a good choice.  Be sure you add a
note to your procurement drawings calling out this requirement.  At
least require a wave soldering test prior to delivery and after receival
as an acceptance requirement.  Again add this requirement to the
procurement drawing.
