I'm a bit biased but I think my lab can handle this type of work easily.
Although we're part of Digital Equipment Corporation, we're a small
independent lab that does work for external customers too.  I won't try
to make this an advertising forum, so send me email or call me offline

        might recommend? At times, we have sent failed parts back to the
vendor for
        analysis. We would like to have some independent work done too.

        someone who has the capability to examine IC's in minute detail

        extent of seeing and certifying ESD damage etc.
