We have a design with a external plane to board edge clearence of .025 inch
on polyimide material. IPC-6012 para 3.3.1 allows up to 50% haloing to the
nearest conductor. Can the conductor in this case be considered the external
plane or is the requirement refering only to traces and pads?

If I have greater than 50% haloing is it rejectable per IPC-6012 para 3.3.1?

Rejectable per Mil-PRF-55110F para A.3.5.1.1?
