I am writing a layout house deliverable. Can any one suggest what is the
best format I should receive the gerber data from our layout house. Or let
me put this way - what fab house normally wants to do better, faster and
error free job in terms of gerber and associated stuff if any?

When we say gerber does that include drill file, aperture list, etc? Is is
gerber carry everything?

Is there any real importance to specify to use certain cad package like
allegro, etc? or this what we have to decide to standardize the gerber?

Please excuse me as I do not know much on this side.

Assuming you are going to do CAM work and plot your own film and using
Excellon drill data format here's what I would suggest:

Gerber photoplot data for each layer in 2,4 decimal format any zeros type.
Aperture table with complete aperture descriptions.(Including Thermals)
Excellon format drill files in 2,4 decimal format trailing zero suppression
with hole size definitions.
PWB drawing specifying board characteristics.

Gerber data does not contain all that you will need.  Also, you would be
hard pressed to find a layout house that could use any specific design tool
to layout your design.  Most have one or two platforms and are not able to
just jump to another system.
