Hi Scott,
on some EMI sensitive PCBs we design, we flood the top and bottom
of the board with copper pour (PADS-Perform) that is connected
to GND as an EMI shield, right past the board edge and then
ask the PCB fab shop to plate the edges of the PCB.
That's the only time we allow copper from any layer, external or
internal (GND plane) to reach the boars edge.
Of course we do not do this for any traces or power plane layer.
