A 0.035 diameter land is typical for theindustry and is recommended in IPC-
D-275. This land diameter was not an arbitrary selection. It is based on the
tolerances that the fixture buidong process can old as well as the placement
tolerance of the unit under test in the fixture.

If your test group is requiring larger diameter lands for ICT, then their
fixture building process is not very controlled and should probably be looked
at.
