Does anyone know of a utility that can:
1. Read TIF or GIF files (or other scanned data format)
2. Allow viewing of those files with zoom, pan, etc.
3. Allow printing/plotting of the viewed image whether
it be the full image or a zoomed portion.
4. Allow annotation to the viewed image ie redlines.
