Try HiJaak file converter for vector to raster and vector to vector. Be
aware that the scale shall be something weird. HiJaak handles HPGL (but
not HPGL2), DXF, WMF, JPG, BMP Postscript and a myriad of other formats.
Note that you must change the file suffix to the one HiJaak recognizes
(i.e. HPGL is *.PGL).

For bitmap to vector, use Corel Draw 4.0 or better and be ready for some
tweaking. There are some better packages for raster to vector, but they
are expensive. See an AutoCAD periodical such as Cadence or Cadalyst for
scanned image to DXF software. In addition to software vendors there are
document conversion services in the above mentioned periodicals that
convert scanned images or bitmaps using OCR to produce DXF files at very
reasonable rates.

If you just want a raster of your Windows based CAD design, try using
<Alt><Print Screen> to capture the entire view to the Windows Clipboard.
Use the clipboard icon or <Ctrl><V> to paste into your Windows based
word processor. Resizing is accomplished by simply selecting the image
with one left mouse button click (for a right handed mouse) and then
dragging one of the corner "handles" (small black filled square). Note:
If you drag the handle in the middle of the frame border, only one axis
will resize.
