For BGA inspection try Glenbrook Technologies.  They have a few types of
real-time xray systems that may work. One unit is even portable and they
offer a BGA software package which measures certain parameters and uses
a pass/fail criteria.  They can be leased. This is not a ad for
Glenbrook, I know this stuff since I'm looking into getting one for my
lab as we occasionally get requests for inspection of BGAs. This is a
more practical alternative than sending samples out to 4-phi or
Fien-Focus, although the resolution on these units is probably better.
