Larry,
ASTM-D150 measures the AC dielectric constant and dissipation factor of an
organic substrate, in your case, laminate material.  As an AC test, it is
frequency dependent.  The two standard frequencies that have been used for a
LONG time are 1 kHz and 1 MHz, as you mention.  To my knowledge, when I ran
this test during my misspent youth with the Navy, we never did a "ratio to a
known".  The values listed were absolute, not relative to another measure.

Can you give the specific question you have on this method?
