I have found when discussing this practice with those still using it is either because they are building press fit back panels, which panel plating provides a more consistent hole size, or because of the old - "well that's the way we've always done it. " I have found only a few that indicated the do it to prevent voids due to an apparent inadequate electroless process.

Why are so many plants doing panel plating or flash
plating as opposed to doing a heavy deposition and
then pattern plating ?
There is probably an easy answer that I cannot come
up with.
