Ray,
No violation, but the function isn't necessarily the same. Foil being
soft,
it won't disperse pressure over area as will the washer....so be
careful.
Unless you have a large screw head, you can still pull it through the
board if foil is your washer and you don't control installation torque.
My suggestion is continue using a flat washer (if you need the
strength),
forget plating the hole, control torque as needed and use loctite.
This will provide good service even in harsh conditions.
(Just a hint on torque, 4-40 screw 20-25 in/oz)
