Andreas,

Because of bypass capacitors (both discrete and those formed by the PWB
itself) the power plane is usually at ground potential to high frequency
signals. It has the same impedance effect on miscrstrip lines as the actual
ground plane. The termination (if present) should be made to signal ground.
