Is there a preferred plane over which to route microstrip line.(power or ground)
Would it depend how you terminate the line?
As far as characteristic impedance goes I don't think it would matter at high
frequencies.
What about radiation?  The current would flow in the plane closest to the
outgoing signal, but if it has to traverse bypass capacitors to get there
wouldn't there be a noise problem?
