Hello Mitch,

I am not an expert programmer but I know that this file type is
generated by what is called an "Help Compiler". This compiler is
supplied by Microsoft and third party software vendors.

The files are prepared is a word processor with some control codes to
create hyperlinks and then saved as an "RTF" file format (Rich Text
Format) and later, compiled with MS help compiler to create the final
help files.
