Right, those are Windows help files (assuming you are talking about
windows), usually associated with and called from within some
application program.  You should be able to double-click on the file and
Windows will open it normally, even without the associated application.

You probably have the program that generates help files, it comes with
Windows, probably in the Windows/system directory, I think its named
HC31.EXE (there may be other verisons), the HC stands for 'Help
Compiler'.

The source for the help compiler is generated by a help composing
program.  There are several freeware/shareware varieties, that are often
add-ins for Word.  And of course there are lots of commercial help
composers, Forehelp is the one I have used in the past that was simple
and satisfactory for my needs.
