Hi Howard ---
Rodney's response was right-on. At 110 V if it's ac, like primary
electrical power you may have other electrical spacing regulatory
requiirements, such as UL, CSA, IEC, etc.
The basic 400 V/mm (dc or ac peak)[10 V/millinch] is a good rating for
all "solid/liquid" dielectrics for long term reliability (20-30 years).
In particular, be extremely careful when designing with high voltages
above about 500 Vdc, especially above 1 kV with any type of gas (air)
around the high voltage conductors, corona will catastropically lead to
failure. Also, solder resist and conformal coating are not suitable for
use as high voltage application primary dielectric materials.
