In June of 1995 Sandia National Labs published a report entitled "Evaluation of
Low-Residue Soldering for Military and Commercial Applications: A Report from
the Low-Residue Soldering Task Force".  In this report they talk about
conformal coating over un-cleaned (no-clean) assemblies with good success with
regards to coating adhesion.  You'd should be able to get a copy from the EMPF,
since they were part of the consortium.
