According to IPC-A-610, Rev. B, if you are complying with class 2, then you
cannot mount a lock washer directly on the laminate; you must use a flat
washer, then the lock washer.  However, 610B only illustrates this for
split-ring lock washers.  Does this same rule apply to external- or
internal-tooth lock washers as well?
