The ionic contamination machines measure contamination that is held by the
PCB, and release only slowly, so that it will not rinse easily.  This is why
these machines exist.   Maintaining low conductivity in the final rinse is a
great idea, but, frankly, will not guarantee no ionic contamination on the
finished board.
