Hi Ray,
When we use a HC-49 package we tie it dowm to the PCB with a bare wire
over the crystal package and soldered on in a grounded mounting hole
each side of the case.  Under the crystal we put a ground pad the same
size as the crystal case.  We usually don't solder the wire to the
crystal package itself.
