Hi Jan:

We have seen cases where pcbs which passed at low voltage subsequently showed
shorts at higher voltage.  When retested at lower voltages the shorts were
still present indicating that the board had changed due to the higher voltage
stressing.  This was traced to fibers which were present due to a problem
with etching bath temperatures.
