Health Canada is now soliciting comments on a proposed Strategy for Reducing Lead in Children's and Other Consumer Products.  Health Canada is requesting comments by 15 October 1997.

To summarize, the proposal attempts to restrict lead content to 15 ppm total lead in consumer products that may provide children with exposure to accessible lead.  While the proposal lists specific products intended for children, it opens the door to possible restrictions on other products with which children may interact.

Here are the specific guidelines being proposed:

1--Industry (manufacturers, importers, retailers, distributors) is responsible for voluntary compliance with these guidelines.

2--Lead should not be used in children's and other consumer products where exposure would result in a significant increase in overall body lead burden of the user during normal and foreseeable use of the product.

3--In general, where there is accessible lead, the total lead content of the particular product shall not exceed 15 ppm. . . .

There is additional language regarding what steps will be taken to phase out the use of lead, and definitions such as the following:  "Accessible lead means lead within a product or part of a product that may be ingested or inhaled by a child during the product's normal and foreseeable  use [emphasis added]."
