Some of the rules for minimum distance between holes and board edge were developed for punching
or shearing.  The mechanical stresses from those operations would fracture the laminate if holes
were  too close to the edge.  Using CNC drilling and routing, the main concern is to provide
sufficient annular ring for component soldering and to provide for manufacturing tolerances so a
hole near the board edge doesn't become half a hole.

Nonplated holes breaking out of the board edge are frequently used in some designs.  Partial
(half) holes that are plated thru can work well if the board edge is also plated.  (100% edge
plating and board removal from a break-away scheme can be challenging.)  Reliable holes with
plating that break out of the board edge are extremely challenging if edge plating and burrs are
not allowed.
