Yes, there is a spec, which I will look up Monday when I come
in.  Basically it says that the hole shall be no closer than the
hole diameter or board thickness, whichever is smaller.  It might
be in 275.  If you only have half a hole it's usually called a slot.
The rule is so that you don't have a breakout or fracture of the
hole to the board edge.

We have made boards with plated through holes that are half
there and half missing off the edge of the board.  We also make
boards with plated edges nearly all the way around.  These get
tricky where you have break-away tabs to hold the board while
processing.  So I guess there is no rule, or if there is it is often
broken.

Is there any spec. on drilling a plated hole non-plated hole form
the edge,
I mean, what is the safest minimum distance a hole can be
drilled from the
edge. I believe thickness of the board is a one factor.
