We have made boards with plated through holes that are half there and half missing off the edge of the board.  We also make boards with plated edges nearly all the way around.  These get tricky where you have break-away tabs to hold the board while processing.  So I guess there is no rule, or if there is it is often broken.

Is there any spec. on drilling a plated hole non-plated hole form the edge,
I mean, what is the safest minimum distance a hole can be drilled from the
edge. I believe thickness of the board is a one factor.
